Helsinki-Uusimaa Regional Council (HURC) is a joint regional authority for the Helsinki-Uusimaa Region of 1,6 million inhabitants. HURC contributes to regional development by creating conditions for economic development and a safe and an attractive physical environment for its citizens. The main strategic tasks of the Council are regional development, regional land-use planning and international cooperation. In transport system the planning focuses on different transport modes, logistics networks, land use issues, funding and cooperation in the logistics sector, which are included in the strategic long term Transport System of Helsinki-Uusimaa Region.

On the European TEN-T map, the Helsinki urban node locates on the North Sea – Baltic and Scandinavian-Mediterranean core network corridors. The Helsinki urban node forms the national transport hub for long distance and local multimodal transport connections for freight and passengers. In TEN-T policy collaboration HURC observes transport development from the Region’s and whole Finland’s perspective. For instance, HURC has been an active supporter of the TEN-T core network corridor extension around the Gulf of Bothnia.

While HURC has been a leader of several transnational projects that contribute to transport development in the Eastern Baltic Sea Region, the Scandria projects have been an important window to the Northwestern situation.
